In 1963, he received his MBBS from Punjab University, and in 1967, he received his MS in ENT from the same institution. He is very skilled in Head, Ear, Throat, and Neck Surgery as well as Nose and Neck Surgery.

The Association of Otolaryngologists of India, Delhi section is led by Dr. Dhingra, who serves as President of the organization.

He is a member of the All India Society of Rhinology, the Otology Society of India, the Society of Ear Balance Disorders, the National Equilbremetic Society, as well as the Academy of Otolaryngology of Delhi, and the National Academy of Medical Sciences in New Delhi.

Elsevier's VERTIGO update is one of the publications on which he serves as a member of the Advisory Board (Singapore).

He is the author of a number of books and has written essays for publication in a variety of journals
